CONDITIONS REGARDING THE USE OF
SPECIAL REGISTRATION NUMBERS AND PLATES
  1. Personalised registration numbers and special discrete registration numbers are, collectively, defined as special registration numbers
  2. The Administration is the owner of all registration numbers issued by the Administration. The allocation of a special registration number to a user does not in any way confer or imply ownership, as it is solely the use thereof that that is allocated, and the use of such a special registration number is not transferable to any other person or body of persons.
  3. Fees
    1. A user fee, determined by the Administration, will be payable within 21 days of the applicant for the use of a special registration number having been informed that his/her/its application was successful. This fee will include the cost of two registration plates by the authorised manufacturer.
    2. A registration fee, determined by the Administration, will be payable in the case of a personalised registration number. This registration fee will be payable at the same time as the user fee.
    3. An allocation fee, determined by the Administration, will be payable by the user to the appropriate registering authority on the allocation of the special registration number to a motor vehicle licensed or to be licensed in his/her/its name.
    4. An annual fee, determined by the Administration, and linked to the Consumer Price Index, for the use of a special registration number must be paid by the user at the same time as the user fee and thereafter annually upon license renewal, for so long as the user wishes to use the registration number. The Administration may send renewal notices to registered users of special registration numbers.
  4. The special registration number may only be allocated to a motor vehicle licensed or to be licensed in the name of the registered user of the special registration number.
  5. The registered user will be required to, within 12 months from the date of approval of the special registration number, allocate the special registration number on a motor vehicle licensed or to be licensed in his/her/its name. Should this period lapse without him/her/it doing so, the use of the special registration number lapses and all fees paid will be forfeited to the Administration.
  6. In the event of the death of the registered user, the use of the special registration number may be transferred to the surviving spouse of the registered user, in the case where the surviving spouse wishes to exercise this option before or at the relicensing of the vehicle to which the special registration number has been allocated. In this case the user fee will be waived. The registration fee and the allocation fee, in the case of a personalised registration number, will be payable.
  7. Special registration numbers will revert to the Administration for reallocation and no reimbursement of fees paid will be considered, if:
    1. The applicant does not pay the user fee and registration fee (in the case of a personalised registration) within 21 days of being informed that his/her/its application for the particular special registration number was successful.
    2. The annual fee for the use of the special registration number is not paid within 21 days of the due date.
    3. The registered user does not allocate such special registration number to a motor vehicle licensed or to be licensed in his/her/its name, within 12 months from date of approval, or of the date of retention in the case of a vehicle being sold or deregistered (see paragraphs 11 and 12 below) or the special registration number being transferred to another vehicle (see paragraph 14 below).
    4. In the event of death of the registered user, if there is no surviving spouse, or if the surviving spouse does not exercise the option to retain the use of the special registration number before or at the next relicensing of the vehicle.
  8. Should the registered user of a special discrete registration number relocate to the area of another registering authority in the Province of the Western Cape, such special discrete registration number may only be retained on the vehicle that the registration number was originally allocated to before such relocation.
  9. Should the registered user of a special registration number relocate to another province, he/she/it is required in terms of legislation to relicense his/her/it motor vehicle at the new registering authority at the expiry of the current license. The use of the special registration number lapses on such relicensing. No refund of any fees paid for the use of the special registration number will be considered in these cases.
  10. In the event of the motor vehicle to which the special registration number has been allocated, being stolen and the South African Police Services placing a ‘stolen’ mark against the special registration number, and the vehicle being subsequently deregistered, the special registration number will be held for the future reallocation to the registered user, until such time as the stolen mark is removed after five years. During this period the payment of the annual fee will be waived. The registered user may regain the use of the special registration number earlier if the stolen vehicle is recovered within five years.
  11. Should the registered user of a special registration number wish to sell the vehicle to which such special registration number has been allocated, and wish to retain to use of the special registration number, the following procedure will apply :
    1. The motor vehicle must be relicensed in the discrete provincial registration numbering system, before it may be sold. The registered user retains the use of the special registration number allocates to him/her/it.
    2. The registered user of the special registration number must allocate this special registration number to another vehicle, licensed or to be licensed in his/her/its name, within 12 months, or the use of the special registration number will lapse.
  12. The same procedures as described in paragraph 11 will apply if the registered user of a special registration number wishes to deregister the vehicle to which the special registration number has been allocated, and should the registered user wish to retain the use of the special registration number.
  13. In the event that the registered user wishes to sell the motor vehicle to which the special registration number has been allocated, but does not wish to retain the use of the special registration number, the vehicle must still be relicensed in the discrete provincial registration numbering system before it may be sold. In such a case the use of the special registration lapses, and no reimbursement of fees paid will be considered.
  14. Should the registered user of a special registration number wish to transfer such special registration number to another motor vehicle, licensed or to be licensed in his/her/its name, the following procedure will apply :
    1. The motor vehicle to which the special registration number has been allocated must be relicensed in the discrete numbering system The registered user retains the use of the special registration number allocated to him/her/it.
    2. The registered user of the special registration number must allocate this special registration number to another vehicle licensed or to be licensed in his/her/its name, within 12 months, or the use of the special registration number will lapse. During this period, the annual fee is still payable.
  15. Special registration numbers may only be used in black on a white retro-reflective acrylic or metal standard registration plate, bearing the SABS mark and these plates may only be manufactured by the authorised manufacturer, on the instruction of the Administration.
  16. Should a replacement special registration plate be required, the registered user of a special registration number must apply for such a replacement registration plate from the Administration on the prescribed form, and must pay the cost thereof to the administration. The prescribed form will be available at registering authorities and at the administration.
  17. The approval of an application to use a special registration number shall only be considered if no fees owed by the applicant in terms of the Road Traffic legislation are outstanding.
  18. Should the postal or street address of the registered user of a special registration number change, he/she/it shall, in addition to notifying the appropriate registering authority, also notify the Administration of such change of address in order to facilitate the mailing of renewal notices in respect of the annual fee payable.
  19. The Administration reserves the right to adapt the layout of alphabetic and numeric characters on a registration plate, as chosen by the applicant for a special registration number, in accordance with the principle of effective law enforcement.
